07. The project of the month October 2012: Regional ICT Foresight Exercise for Southeast European Countries (FORSEE)

The ‘FORSEE – Regional ICT Foresight exercise for Southeast European countries’ Project targets an ICT Research, Development and Innovation(RDI) policy reform in the South-East European (SEE) region. It proposes focused efforts on introducing a foresight culture in order to create a common regional methodology through which ICT sector stakeholders (policy makers, industry players and research community) will be able to voice aspirations, meet challenges and help develop a vision for the region in this field.

The FORSEE Project has 3 main stages:

  1. Design the Foresight exercise, the context analysis per country and the staffing of the Taskforce and Policy Steering Committee with representatives of project partners and external Foresight or policy experts (including partners and regional stakeholders, and external foresight or policy review experts).
  2. Present FORSEE exercise methodological approach and goals through a Green Paper in Open Consultations attended by the widest possible relevant audience in each SEE country to stimulate Stakeholders’ participation in the process, in order to ensure transparency and  inclusiveness.
  3. Run a regional foresight pilot exercise as a participatory process in order to synthesize stakeholder views to create a common vision for the development of  ICT RDI in the SEE region, leaving behind tools and a sustainability plan for the establishment of a virtual Regional Foresight Center (RFC).

The Project’s main objectives are:

  • To embed a foresight culture in the policy making process in the SEE countries, which will lead to an acceleration of their economic growth and will enhance their preparedness to the challenges of the globalized economy,
  • to open a dialogue between all relevant stakeholders from participating countries, synthesize views and create a sense of regional ownership of proposed policy recommendations,
  • to initiate transnational collaboration in developing strategic plans for the ICT related socioeconomic growth through significant savings in resources, improved efficiency and increased capacity to compete in the global market,
  • to make a careful selection of priorities in ICT RDI policies in each participating country which will allow already limited available resources to be channeled into activities with realistic potential for important achievements,
  • to create a framework under which these areas of priorities will be re-evaluated as pillars of a Regional Plan for development in each of the participating countries,
  • to produce a set of tools and a methodological platform for performing regional Foresight exercises which will remain as legacy to the SEE region for future use and reference.

The project partnership, comprising organisations responsible for policy making in ICT or Science and Technological Development, ensures the Institutional capacity and political commitment that is needed in order to implement this ambitious initiative.

All above institutions have been involved in the planning and Implementation process of RTD in their countries and are strongly linked to the competent policy making institutions. FORSEE will also seek networking and co-operation with other activities in the field of policy reform in the SEE countries, such as the 'electronic Southeast Europe Initiative and the CeGD - Center for eGovernance Development for South East Europe, who will contribute and benefit from FORSEE results. Synergies will be exploited to maximise impact and contribute to the definition of co-operation strategies. Established and new contacts will be utilised with partners of "The Information Office of the Steering INCO-NET (WBC-INCO.NET)", projects "IS2WEB" and "SCORE", only to name a few. Opportunities for increasing the visibility of this project, but also for linking it to the European Foresight networks for knowledge sharing will be exploited under the FOR-LEARN project, the EFMN (European Foresight Monitoring Network) and the FISTERA (Thematic Network on Foresight on Information Society Technologies in the European Research Area).
