News archive - PIC, LEAR, URF - some FP7 terms and new tools facilitating data exchange with the EC

The Unique Registration Facility (URF) allows registration of all FP7 participants which then receive a Participant Identification Code (PIC) which can then be modified only by the Legal Entity Appointed Representative (LEAR) of the organisations.
These new features have been introduced to avoid the fact that organisations participating in FP projects have to provide the same data again and again for each project.

The Unique Registration Facility (URF) for FP7 participants (http://ec.europa.eu/research/participants/urf/), which allows online registration of newly participating organisations, was launched on April 28, 2008. Once registered, these organisations receive a Participant Identification Code (PIC), which identifies them in their interactions with the Commission in FP7. This new tool thus facilitates in particular the submission of proposals and the negotiation procedure for grant agreements.

In order to avoid confusion and abuse, organisations need to nominate a Legal Entity Appointed Representative (LEAR) to handle these tools, usually a member of the organisation’s central administration. Guidance and forms for appointing LEARs are available at http://cordis.europa.eu/fp7/urf-lear_en.html.

Further information about the new registration procedure can be found at http://cordis.europa.eu/fp7/urf-pic_en.html.
