Description

UEFISCSU is a Central Administration public body under the ultimate authority of Ministry of Education, Research and Youth. It acts both as executive agency for the National Higher Education Funding Council (dealing with funding of higher education) and for the National University Research Council. Both councils are consultative bodies to the Ministry of Education, Research and Youth. UEFISCSU was set up in 2000 being one of the public bodies in charge with implementing the “Reform of Higher Education and Research” Project co-funded by the World Bank and the Romanian Government. In the same time it was the executive agency for the National Research Grant Programme.

Starting with 2007, UEFISCSU coordinates two programmes of the National Research, Development and Innovation Plan, namely “Ideas” and “Human Resources”, having a total amount of 1/5 of public funds for scientific research in Romania (about 1 Billion Euro for 2008-2013 ). UEFISCSU was the agency in charge, together with the National University Research Council, with the development of the RDI Romanian Strategy and National Plan for 2007-2013 based on the first national foresight exercise in science and technology.

UEFISCSU has been involved in 5 FP6 projects as partner and it is a member of different European associations (EARMA, EARTO). UEFISCSU has an operational partnership agreement with the German Research Foundation (DFG and administrates the Romanian participation within the European Science Foundation (ESF) programmes.
