Based on Law no. 8652 dated 31.07.2000 "On organization and functioning of local government", Shkodra Municipality has the mission:to recognition of the existence of different identities and values of communities;to respecting the rights and freedoms of citizens enshrined in the Constitution or other laws;to selected different types of services and other public facilities to benefit local community;to do effective exercise of the functions, powers and performance of duties by the local government;to service delivery in appropriate forms;to promoting effective community participation in local governance.
