In December 2010, the previous Ministry of Science and Higher Education has been split and a separate Ministry of Science has been established in Montenegro as the main research funding and policy making body. Within the ministry, the department for scientific-research activities is in particular responsible for the development of strategies and programmes for scientific research, for the preparation of corresponding laws and regulations and for Montenegro’s participation in multilateral, regional and bilateral R&D programmes and projects.

Its Unit for National Programmes is focused on the national research area. This unit performs mainly tasks related to the implementation of national science policy and is in charge of national research projects, training of researchers in the country and abroad, improving the national research infrastructure, preparation of programmes and strategies for scientific research, etc. It closely monitors status, problems and trends in the development of the research system of the country, especially in the field of scientific research priorities (biotechnology, marine biology, tourism, energy efficiency, telecommunications, computerisation and research on environmental protection, materials-related technologies, health care etc.), as well as speed, range and depth of diffusion of new technologies to the national economy and the obstacles faced in the process.

The second Unit for International Programmes and European Integration is responsible for the Montenegrin international scientific cooperation and European integration. It takes care of Montenegro’s participation in multi-lateral, regional and bilateral programmes and projects related to science, research and development including those financed by EU funds (IPA, EU Framework Programmes, etc.). Furthermore, the promotion of EU Framework Programmes and other international cooperation programmes as well as the organization and coordination of National Contact Points belongs to its area of activity.
