The Department for Industry and Entrepreneurship is in charge of the organisation, coordination and preparation of draft laws and other regulations in the field of industry and entrepreneurship. The department is further subdivided into two units: The Unit of Industrial Development is responsible for development of national strategies, goals and measures of industrial policy; conducting analysis of the industrial sector and modern technologies, etc. The second Unit of Small and Medium Enterprises and Entrepreneurship is focused on the SME sector elaborating corresponding strategies and programmes to support SMEs and foster entrepreneurship in Montenegro. Furthermore, the identification and removal of business barriers, institutional support and encouragement of interconnection operators of SMEs are among the second unit’s tasks.

For the purpose of drafting, coordinating and monitoring the Strategy for Development of SMEs 2011-2015, the Ministry of Economy set up an Coordination Team for Drafting and Implementing the Strategy for Development of SMEs 2011-2015 containing representatives of domestic stakeholders and international donors such as the Chamber of Commerce of Montenegro, Montenegrin Employers Federation, Investment and Development Fund of Montenegro, USAID, EC andUNDP. The strategy’s aim is to achieve a more favourable business environment which would reflect positively on SME competitiveness, innovation, export, employment, and uniform regional development (DDSME 2010: 1).
