A publication (/doc/980.html) outlines the EC's approach to international cooperation under FP7, making a significant departure from FP6.

The EU is fostering international collaboration under FP7 by creating strategic partnerships with third countries in selected fields and encouraging top individuals from these countries to work with or in Europe. It will seek to facilitate contacts with those outside Europe to enable improved access to research carried out eleswhere. Research under FP7 will focus on addressing problems which are relevant to third countries or have a global character.
