News archive - Council adopts "Vision 2020" for the ERA

On December 2, 2008, the Council of the European Unison adopted a 'Vision 2020' for the ERA and outlined the procedure for the joint programming of research aimed at better responding to major societal challenges.

This founding text makes the ERA an area of freedom and exchange for scientists and aims to create the framework for the free movement of researchers and their work in a European area without borders to promote the spread of knowledge.

This space should also be based on two other fundamental pillars, namely human resources and infrastructures.

The Council and the Commission must be provided with an Annual Report on progress achieved in realising the
objectives of the Partnership, including as relevant:

  • mapping of international cooperation activities (whether ongoing or planned) between the EU and third countries;
  • analysis of the scope, coherence and complementarity of the various EU activities;
  • identification of common priorities and proposals for measures to implement them;
  • overall assessment of the impact of the EU's actions in international S&T cooperation.
