News archive - [Event Announcement] Design and Evaluation of Innovation Policy in an Emerging Economy Context (DEIP)

The United Nations University-Maastricht Economic and Social Research and Training Center on Innovation and Technology (UNU-MERIT, a WBC-INCO.NET project partner), The Scientific and Technological Research Council of Turkey (TUBITAK, - a WBC-INCO.NET project partner), The Middle East Technical University, Science and Technology Policies Research Center (METU-STP) and are jointly organizing a training course on the Design and Evaluation of Innovation Policy (DEIP).

The course will be held in the Turkish Institute for Industrial Management (TUSSIDE), TUBITAK Gebze Campus, from 6 to 10 December 2010.

The Context
Turkey has long been and continues to be an advocate of raising science and technology to new heights, and has recently been engaged in a comprehensive science, technology and innovation (STI) initiative. In the decade between 1998 and 2008, Turkey has shown a swift STI impetus by all means based on top-level rates of growth as consistently exhibited across the STI indicators. In parallel with that, Turkey is currently ranked as the 17th largest economy in the world with a growth rate of 4.4% in the last decade. This course will specifically focus on the role of science and technology policies in economic development and analyze their potential contributions to sustainable economic development in Turkey.

Expected Benefits
After attending the course, participants will be able to:

  • Better appreciate the various components of an innovation policy and especially to distinguish between financial and non-financial instruments and their impact;
  • Understand the importance of policies to increase the supply of technically trained human resource(s) for R&D and other innovation activities;
  • Hone their knowledge on collection and presentation of innovation indicators and their use to evaluate the effectiveness of innovation policies;
  • Familiarize themselves with methods of policy evaluation;
  • Improve their understanding of innovation system approach and its importance in globalizing world.

The Teaching Staff
The training will be conducted by distinguished lecturers from UNU-MERIT and METU-STP. Several experts will be invited from the emerging economies and developing countries to reflect the experiences of Turkey.

Target Clientele
The potential participants are senior and middle level officials of Ministries dealing with Science, Technology and Innovation Policies, officials of state and regional science and technology councils, managers of science parks and technology incubators, officials of other technology supporting institutions and agencies and representatives of the private sector involved in technology strategy, technology policy, R&D and innovation. Participants from other countries in the region can also apply.

Participants will be given an opportunity to present and discuss the work of their own institution in light of the contents of the program. They will be asked to prepare a short presentation before arrival, possibly in groups.

Number of Participants: 40-65

Selection Criteria of the Candidates:
The candidate's qualifications, experiences, and the relevance of their present work to innovation and policymaking will be the main selection criteria.

Course Completion Certificate
All participants who successfully complete the course will be given a course accomplishment certificate.

Reading Materials
Participants will be provided with a compilation of key reading materials.

Course Fee
There is no course fee for participants. Participants from outside Turkey are expected to arrange for their own funding for travel and related expenses. Accommodation will be provided by TUBITAK.

Language
The language of the training will be English (in particular with regards to the international speakers).

The list of typical topics to be considered during the course includes (provisional list):

  • General perspectives and theories on innovation policy
  • Emergence of innovation policy as a separate policy from science and R&D
  • Integration of innovation policy into wider policy objectives (growth, employment, regional policy etc)
  • Innovation systems
  • Rationale for innovation policies
  • Design and evaluation of innovation policy: a conceptual and theoretical framework
  • Challenges in the design of innovation policy: lessons from advanced economies, emerging economies and  developing countries
  • Innovation policy and industrial development
    • Promotion of non-traditional exports: global value chains, standards and innovation
    • FDI policies and other policies affecting national and international diffusion of technology
  • Instruments to promote innovation
    • Financial instruments, subsidies, taxes
    • Human resource development
    • Standards; Intellectual property rights
  • Innovation and promotion of small and medium enterprises (SMEs)
    • The role of venture capital and policies to promote it
    • Networking, clustering and innovation
  • Infrastructure for innovation: incubators, science parks, business support and cluster policy
  • Monitoring of innovation:
    • The use of conventional STI indicators
    • Non-conventional indicators, innovation surveys
  • Evaluation methods
