Experts for capacity building of civil servants related to innovation policy development and implementation
ICIP invites applications from short term experts able to provide training to Senior and Junior Civil servants on one or more of the following topics:

Effective Policy Making
This course will provide an introduction to evidence based policy and the increasing role it plays in all modern policy initiatives. The various stages of the policy cycle will be discussed and transferable policy making structures will be highlighted. EU Innovation Policy as well as Competitiveness and Science and Technology policies will be presented. Anticipated duration: one day.

EU Innovation Policy and direction of development
Effective Policy Making will be followed by a workshop which will work in depth through specific components of Innovation, Competitiveness and Science and Technology policies will be presented as well as EU Innovation Policy and examples of several National Innovation policies that provided particular impact. A regional example will be offered of how NGO can assist with the development of National Innovation Systems and the development of evidence based Innovation Policy and the role of regional organisations in helping to shape both regional and National Policy will be examined. Anticipated duration: two days.

Policy Assessment, Benchmarking and Improvement
This module will start with a brief over-view of existing approaches to R&D and Innovation Assessment, including established methodologies and available statistical resources. The training will focus on the role played by impact assessment and benchmarking of innovation activities. Ongoing work in Europe to establish Innovation assessment and Benchmarking at National and Regional levels will be discussed. Anticipated duration: one day.

Improving and aligning national grant schemes with EU rules
This Workshop will offer an in-depth opportunity for participants to understand how to design, set-up and improve grant schemes so that they both align with EU rules and offer a clear set of Best Practice indicators for impact assessment. Anticipated duration: three days.

Negotiating and Lobbying the EU.This skills development training should focus on understanding the EU decision making process, the environment of the EU in Brussels, strategies for engaging with the decisions makers and how to undertake negotiations to reach win-win solutions.

National and Regional Innovation
This training will focus on how policy makers at both National and Regional level can develop a strong Innovation System and associated functional networks. Anticipated duration: one day

Developing a National and Regional Innovation System
This workshop will focus on methodologies and practice tools used by the Innovating Regions of Europe. It will introduce up-to-date approaches and activities including the Smart Specialisation Strategies and methodologies used to develop an ‘RIS’ including the role played by National and regional actors. The target participants will be regional/ local policy makers from Belgrade, Vojvodina and/ or Regional Development Councils. Anticipated duration: two days

Development of the innovation infrastructure at state and regional levels
This training day will examine how regional innovation policy can be implemented though initiatives including clustering and networks. Anticipated duration: two days

EU Support to Regional Policy
This training will introduce the different EU funds that can be used to support innovation and competitiveness activities. Participants will learn about the Cohesion Fund, ERDF, ESF, IPA and the financial engineering tools. Examples will be offered of how new member states have used their funds to particular effect to develop their innovation activities. Anticipated duration: one day

EU Support Funds
Through this workshop, participants will learn how the different EU funds (Cohesion Fund, ERDF, ESF, IPA) and the financial engineering tools: Jaspers-Jeremie-Jessica-Jasmine can be accessed, used and leveraged with National Funding. Examples will be offered of how new member states have used their funds to particular effect to develop their innovation activities. Anticipated duration: two days

Funding innovation at national and regional level
This training examines the different types of funding that are employed to at different stages of the innovation cycle from R&D, proof of concept, seed funding and risk capital. Participants will learn more about Business Angel funding and micro-finance. The linkage between financing type and risk and return on Investment will be discussed as well as the need to governments to intervene to address market failure and funding gaps. The training will also look at other non financial forms of support that are frequently used to leverage the funds and reduce the investment risks e.g. investment readiness services and mentoring. Anticipated duration: one day

Setting up and Managing grant schemes in accordance with EU rules
This training workshop will cover grant scheme design and preparation of grant scheme materials, project selection, monitoring and evaluation and preparation of an evaluation framework and associated methodology. Anticipated duration: two days

Understanding European support for Innovation
Participants will be introduced to the overall aims, processes and functioning of the long running R&D and Competitiveness funds and their various sub-programmes. Anticipated duration: one day

The Competitiveness and Innovation Framework Programme (CIP)
This training will look specifically at the Innovation Framework Programme (CIP). The sessions will focus on the need to develop strong project concepts, the challenges for Serbia in utilising these funds and the possible ways that government can support and intervene to increase success rates for the country in drawing down these funds. Anticipated duration: two days

Intellectual Property Rights, Technology Transfer and Commercialization Structures
This training will focus on how Innovation happens in Public Research Organisations PROs (Universities and Institutes) and Enterprises and what structural and legal measures at national, local and organisational level can be used to facilitate the triple helix model of innovation. The course will offer an over-view of the role played by Intellectual Property Rights in intangible assets, their different formats and the importance of clear policy on rights holding within PROs. Anticipated duration: one day

Organisations for supporting innovation activity: S&T Parks, Incubators, Technology Transfer Centres etc.
This workshop will look at models of commercialisation of inventions from PROs and methods of promoting technology transfer through innovation and knowledge networks. The sessions will also examine the role of intermediary organisations (S&T Parks, Incubators, Technology Transfer Offices) and how an innovative and entrepreneurial culture can be developed in Enterprises and Universities respectively. Anticipated duration: one day.
