The goal of the Programme is to present in one place, i.e. make visible for the innovation community, all relevant programme lines of innovation support planned in the programme period by the ministry responsible for innovation (Ministry of Science and Technological Development) and the Innovation Fund of Montenegro, while what it is specifically aimed at:

• Providing a framework through which the innovation community can recognise all available instruments that will be aimed at the entire innovation development cycle - from the innovative idea itself to its commercialisation and market entry;
• Establishing the programme basis for support for participation in international programmes for innovation, as well as the promotion of innovation by the line ministry;
• Providing clear guidelines to the Innovation Fund of Montenegro regarding the programme lines through which funds for innovation support from the budget of Montenegro should be directed towards the innovation community.
• Harmonization of the system through the engagement of the innovation community, local self-government, and other partners of the state, their networking, and joint monitoring of the development of the innovation ecosystem, as well as supplementing the entire innovation support cycle.

Since the Innovation Fund of Montenegro has become fully operational and ready to take over the programme lines of support for the development of innovation in Montenegro from this year, the Programme contains key guidelines for its further programme work and support for the innovation community, while in the part of programme support, the role of the line ministry for innovation should be focused exclusively on encouraging and supporting the participation of Montenegrin users in the EU and international projects for innovation and development. For the purpose of promoting innovation and development and subsequent accession to one of the EU or international innovation programs or initiatives, the Ministry has a legal basis to announce public tenders for which the need arises, which are not part of this programme framework.

Based on the Innovation Programme 2023-2027, the Ministry of Science and Technological Development will announce two tenders in July of this year, for support for participation in the EUREKA program and support for participation in the EU Framework Programme for Research and Innovation "Horizon Europe" - Pillar III Innovative Europe.
