News archive - New EU competency framework increases professionalisation in digital, innovative and green public procurement

ProcurCompEU, the EU's new competency framework for the professionalisation of public procurement reinforces the strategic role of public procurement for modernizing public services with innovations, for digital transformation and sustainable growth. By defining 30 key competences, including for innovation procurement, it provides a common reference for professionalisation across the EU. It encourages public buyers to develop skills on pre-commercial procurement and public procurement of innovative solutions and to position ICT as strategic sector for economic growth.

ProcurCompEU is a tool designed by the European Commission to support the professionalisation of public procurement. By defining 30 key competences, it provides a common reference for public procurement professionals in the European Union and beyond. It recognizes and supports public procurement as a strategic function that delivers public investment for sustainable growth.

ProcurCompEU helps organisations to build the teams of professionals they need to reach their strategic investment goals and to encourage careers in procurement. It helps individual public procurement professionals valorise their competences, and facilitates training and professional development. It also helps training providers to build the appropriate training programmes.

The ProcurCompEU main document includes

  • an overview of ProcurCompEU and its use cases
  • a competency matrix which outlines the 30 competences and skills public procurement professionals should have depending on the role they perform
  • a self-assessment tool which public procurement professionals and organisations can use to assess their levels of proficiency and organisational maturity in the competences identified in the competency matrix
  • a generic training curriculum that shows how public administrations can upskill their procurement professionals
