The recently published European Innovation Scoreboard 2020 provides a comprehensive and comparative analysis of innovation performance in EU countries, other European countries, and regional neighbors.

More and more Western Balkan countries, Montenegro, North Macedonia and Serbia, are being featured in this important publication providing a comparative assessment of research and innovation performance in EU countries, other European countries, and regional neighbours. It allows policy-makers to assess relative strengths and weaknesses of national research and innovation systems, track progress, and identify priority areas to boost innovation performance.

Montenegro, included for the first time in the scoreboard, and North Macedonia are among the modest innovators, although they saw their performance increase by 5.0% and 14.8%, respectively. The main progress can be seen on the R&D side, while they remain steady on finance and FDI.

On the other side, Turkey and Serbia are ranked as “moderate innovator”. The performance of Serbia was particularly strong as the country increased its score by 13.2% due to a strong broadband penetration.Serbia is doing extremely well on Enterprises providing ICT training, SMEs innovating in-house, non-R&D innovation expenditures, and SMEs with product or process innovations. The scoreboard represents a great opportunity in light of the opening. Assessing annually relative strengths and weaknesses of national innovation systems is a tool for countries to identify areas that need to be addressed. The setting of benchmarks and the channeling of reforms can be a huge advantage in the phase leading up to the creation of policies, which will enable the country to steadily enhance its performance.
