News archive - Human Resource Management in State Administration Enhanced
In order to further improve human resource management (HRM) in public administration, which is one of the key areas of public administration reform in the process of Serbia’s accession to the EU, from July 2017 by July 2018, the European Policy Centre – CEP and the Pricewaterhouse Coopers Serbia (PwC) have been implementing the Project Promoting Public Administration Reform in Serbia through further support to the modernisation of Human Resource Management. The beneficiary of this Project was the Ministry of Public Administration and Local Self-Government (MPALSG).
The purpose of this Project was to provide support to the MPALSG in the implementation of the priority activities of the Political Framework for Human Resources Management in the State Administration of the Republic of Serbia (Human Resources Policy Framework), whose implementation is conditioned by further support from the Instrument for Pre-Accession Assistance of the EU. Support to the Ministry was structured in three segments:
- Support for implementing the HRM Framework;
- Support in drafting an Amendment to the Law on Civil Servants and accompanying acts;
- Support for improving managerial accountability in state administration bodies.
Within the framework of Project activities, a number of training sessions were held and a proposal for introducing a system of competencies in the civil service system of the Republic of Serbia and a system of managerial accountability in the state administration bodies were drawn up, resulting in informational brochures, made with an aim to present key information about these processes to the public servants and the citizens.
