For a project which supports the development of higher education and research in Kosovo*, World University Service - Austrian Committee (WUS Austria), as lead of a consortium consisting of WUS Austria, Zentrum für Soziale Innovation (ZSI) and OeAD, is looking for an International Team Leader in the field of Higher Education and Research.

Job description:
- Responsible for the sound management and timely implementation of the project, as well as the efficient use of project funds and management of the project team and experts;
- Responsible for planning and supervising all project activities, and carrying out/taking part in the implementation of the activities of the project in close cooperation with all project partners;
- Coordinates project activities with the Project Steering Board and the represented organisations, and coordinates of the Steering Board meetings;
- Fosters policy dialogue with relevant stakeholders, conceptual support to the ADC Office in Pristina, supports whole of government approach, coordinated by the ADC office in Pristina,
- Assures regular and good communication to partners and ADC;
- Steers reporting processes, mainly progress and final reports (narrative and financial), as well as other contractual obligations regarding the implementation of the project in line with ADA regulations.
Requirements:
Qualifications and skills:
- A university degree (minimum: Master’s degree or equivalent) in Social Sciences, Humanities, Education, Law or other relevant disciplines;
- Experience in managing and motivating a multicultural team;
- Leadership competence;
- Strong written and oral communication skills, as well as strong inter-personal, networking and mediation skills;
- Ability to work in complex social and political situations;
- Fluency in written and spoken English;
- Knowledge of local language(s) is an asset.
Professional experience:
- At least 10 years of experience in project management in an international working environment;
- Proven record of at least 10 years in assistance to and working with public administration on several levels, preferably in countries of the region;
- Leadership experience for projects of a comparable scale;
- Several years of experience in development cooperation projects; Profound experience in the area of governance;
- Expertise in leading and steering high profile programmes and projects in complex structural and/or social working environments;
- Experience in PCM (project cycle management) in complex international projects;
- Experience in organisational/institutional development, result based monitoring and reporting;
- Experience in the field of (Higher) Education is an asset;
- Experience in the field of quality assurance is an asset;
- Detailed knowledge of the region and especially Kosovo* is an asset;
- Demonstrated work experience with international institutions, agencies and experts, as well as grant management experience are an asset;
