The consultation’s aim was to collect views of all stakeholders on the most strategic questions related to improving the functioning of the Energy Community. The results will feed into the final report of the Energy Community High Level Reflection Group. In brief, stakeholders stressed the need for more efficient enforcement mechanisms coupled with increased capacity building support. A stable and reliable legal framework, a well-functioning market and more transparent public procurement procedures were identified as key for attracting investment. NGOs advocated widening the environmental acquis and increased representation of civil society in the Energy Community structures.
