News archive - [Call for Expressions of Interest] - Advisor for development of scholarship scheme (Montenegro)

Montenegro has received a loan in the amount of 12.00 million EUR (equivalent to US$ 15.98 million) from the International Bank for Reconstruction and Development (IBRD) for the “Higher Education and Research for Innovation and Competitiveness” (HERIC) project.

The Ministry of Education and Ministry of Science intend to apply part of the proceeds of this loan towards payment for consulting services under the contracts for Advisor for development of scholarship scheme.

The purpose is to recruit an advisor to develop full scholarship scheme for the Ministry of Education and the Ministry of Science, which will be used to channel project funds reserved for the scholarships.

Envisioned scholarship scheme should be prepared using the best international experience/practices and should be carefully tailor-made in all aspects for Montenegro.

It is expected that the selected consultant will take up his/her work by November 2013. The work will be completed by March 2014.

The consultant will charge up to 25 days for this work. It is envisioned that the work will require two visits to Montenegro, first in the early stage of the assignment and the second in the final stage for the final presentation of the prepared scholarship scheme.

The Ministry of Education and Ministry of Science, through the HERIC PMT and Technical Service Unit, now invite eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, brochures, description of similar assignments performed, experience in similar conditions, etc.).

Individual consultants may be offered through firms or other organizations, but the qualifications of the individual consultant will be the basis of selection.

Qualification criteria are:
 At least 7 years of the experience in the higher education;
 Proven experience and in -depth knowledge on scholarship scheme development;
 Proven working experience on advising higher education institutions/government authorities on various developmental processes or working with offices/agencies for international cooperation in higher education/research;
 Fluency in English;
 Master or PhD degree will be an advantage;
 Previous work experience in Montenegro will be an advantage.

A consultant will be selected in accordance with the selection of Individual Consultants-IC procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011).


Expressions of interest must be delivered to the address below by October 24, 2013, 15,00h local time. They can be submitted Via E-mail or in envelope and must clearly indicate project name, subject number and sender details.
