News archive - The First Kosovo* Government Strategy for Cooperation with Civil Society is Adopted

On July 5, 2013 Kosovo* Government approved its first Strategy for Cooperation with Civil Society (2013-2017). In September 2011 Office for Good Governance/OPM was mandated to prepare the strategy for cooperation with civil society. A working group composed of government representatives and civil society completed the final draft of the strategy and its action plan in May 2013. The whole process involved substantial consultations with civil society in different stages of its preparation.

The strategy contains five year (2013-2017) objectives and focuses on Strategic objective 1: Ensure strong participation of civil society in drafting and implementation of policies and legislation, Strategic objective 2: System of contracting public services to civil society organizations, Strategic objective 3: Building system and defined criteria to support financially the CSOs, Strategic objective 4: Promoting an integrated approach to volunteering development. The Strategy foresees the establishment of the Council which will monitor the implementation. In 2007 the Kosovo Government signed a Memorandum of Cooperation with civil society represented by CiviKos platform. This presents the first signed document that confirms the political commitment for cooperation between both sectors.

TACSO project is one of the stakeholders that supported this enormous effort continuously. Organization of the study visits in Croatia in 2010 and Poland 2012, for a mixed group of government representatives and civil society; bringing regional expertise, enabling exchange of experiences and peer to peer learning in different workshops were some of the activities organized and supported by TACSO project. The whole process was characterized with extensive consultations with civil society ensuring participatory process that was led by CiviKos platform.

Now, the real work on implementation and making the strategy alive will follow. Next TACSO for sure will be working on this.
