News archive - [Event Review] - Training on "Writing Effective Policy Papers"

From 20-22 June 2013, the RRPP organised a training session entitled, “Writing Effective Policy Papers,” in Durres, Albania.

The training aimed to equip participants with the knowledge, skills and resources to develop evidence-driven arguments and effective policy papers that communicate compelling policy-relevant positions, providing a strong foundation for policy advocacy. In addition the training also supplies a platform for networking, allowing participants to share their experiences with conducting applied social science research writing and using practical policy papers for advocacy policy purposes.

The training was carried out by Eóin Young and Katarina Staronova from the International Centre for Policy Advocacy (ICPA). The three main topics taught at the training include the following:
  • Policy papers as decision-making tools;
  • Structuring and developing coherent policy papers;
  • Evaluating options through policy analysis processes.
At the workshop, participants not only learned to understand how policy papers can support an evidence-based decision-making process, but they also gained insight into the public policy perspective central to framing policy research, analysis and writing.

Furthermore, they analysed and reflected upon strategies for increasing the likelihood of achieving desired policy influence in the writing and usage of policy papers. Participants also gained insight into the structure and advocacy purposes granted by the two main types of policy papers: Policy studies and policy briefs. They also learned how the rational decision-making process of policy analysis feeds directly into an effective policy argument. The desired type of knowledge policy analysts and researchers expected by clients were also discussed.

Finally, participants actively compared differences between traditional academic writing and applied real world policy writing.

This training comes at a very important phase for RRPP partners as they are in the final stages of compiling their research and writing policy papers, which will help them to better communicate their findings to any interested parties/stakeholders and the public in general.
