News archive - Important Tasks for Kosovo* on its Way to the Stabilisation and Association Agreement
On his visit to Kosovo* this week Štefan Füle, European Commissioner for Enlargement and Neighbourhood Policy, stated that Kosovo* has done great progress and is well under way to a mandate for a Stabilisation and Association Agreement with the European Union. Important further steps must yet be taken until June 2013.
In a speech addressed to the Assembly of Kosovo* in Prishtinë/Priština Štefan Füle said: “It is important Kosovo stays the course and continues its European Union-reform agenda. The Assembly has a key role to play here. I know that its members understand this. I was therefore pleased to learn that the Assembly recently adopted the government's Action Plan for the Negotiations of a Stabilisation and Association Agreement. But the role of the Assembly goes further.” According to a feasibility study three major points will have to be met by Kosovo* until June 2013:
- The Assembly needs to play its full constitutional role, controlling the executive whenever needed, though not working against but with the government and the government bodies.
- To further sharpen the separation of powers the Assembly shall not annul decisions made by judges and shall adhere to its role vis-à-vis the judiciary.
- Progress on electoral reform is long overdue and it is important to simplify procedures, increase transparency and ensure proper supervision of the electoral process, especially with local and general elections coming up.
An ever important further point is the visible and viable improvement in the relationships with Serbia, which Štefan Füle also pointed out on his meeting with Serbian President Tomislav Nikolić in Beograd. Štefan Füle emphasized the role of the Assembly of Kosovo* in this process and the outlook to its outcomes: “When Kosovo delivers, we will deliver. When I am satisfied that the priorities have been met, I will propose to put forward a negotiating mandate for a Stabilisation and Association Agreement with Kosovo, to the European Union Member States.”
