News archive - European Parliament puts forward amendments to COSME proposal
The EP’s ITRE Committee has published in June 2012 a draft report on the EC’s proposal on the Programme for the Competitiveness of Enterprises and SMEs (COSME). COSME, which will run from 2014-2020 and has a proposed budgetary allocation of €2.5 billion, will be the successor programme to parts of the current Competitiveness and Innovation Programme (CIP).
The objectives of COSME include: facilitating access to finance for SMEs; helping small businesses operate outside their home countries and improving their access to markets; and helping to create a business environment which is favourable to innovation and growth.
The rapporteur for the EP’s draft report is Jürgen Creutzmann MEP. The amendments to the original EC proposal cover a range of areas, such as suggestions on linking the objectives of the programme more closely to the implementation of the EU's Small Business Act (SBA), improving the operation of the Enterprise Europe Network and how the programme can support SMEs doing business outside the EU. The EP also considers that COSME should support initiatives accelerating the emergence of competitive and sustainable industries as well as maintaining close co-ordination with the part of Horizon 2020 which supports SMEs should be a priority.
