Still not accepted, the purpose of the draft Law is bringing the higher education system in Bosnia and Herzegovina in line with European standards including the principles of the Bologna Declaration and the Lisbon Recognition Convention. The highlights of the draft legislation include provisions for establishing quality control mechanisms, creating a single legal status for universities and outlining transparent rights and obligations for students and professors.The document comprises general provisions, terms and definitions, introduces the meaning and objects of the higher education and its access routes. The draft Law determines the educational institutions to which the “university” and “college” title is assigned, establishes the framework of the institutional autonomy and legal personality, the academic staff rights and obligations as well as those of the students, outlines the responsibilities of the authorities and the role of the advisory bodies in the higher education system and sets forth the quality assurance principles.Attached to the draft Law is the Draft State-Level Framework Higher Education Law of Bosnia and Herzegovina stating the principles of the Bologna Declaration and the Lisbon Recognition Convention based on which the draft Law was worked out.
