This is an OECD publication presenting some higlights in the field of S&T. It states that in recent years, weak economic conditions limited investments in science and technology. Government R&D expenditures grew modestly while business R&D spending declined, due to cut-backs in the United States. It is also stated that government R&D budgets are poised to grow, especially for ICT, biotechnology and nanotechnology. It is emphasised that public/private partnerships are essential to improving returns from public
investments in research. The paper confirms its statements with several statistics.
