Financing Energy Efficiency Investments in the Western Balkans
This WBIF Publication provides a comprehensive overview of policies, targets, and investment mechanisms, with achievements to date, and plans for the future. The brochure includes details on retail financing available to public and private entities in the region.
The publication is available on the WBIF website. It showcases the continued support of the European Commission for this sector, which is, next to the investments in connectivity and private sector, key for the development of the region.
The brochure focuses on two audiences: i) final beneficiaries (SMEs, municipalities, and residences) who are looking for information on financing options; and ii) policy makers and potential investors. It offers a comprehensive overview of policy context/energy efficiency targets and investment mechanisms, with achievements to date, and plans for the future; specifically, it covers:
- the case for energy efficiency investments in the region;
- the policy framework;
- existing donor coordination mechanisms;
- a review of past and current efforts;
- a discussion of achievements in terms of energy savings and CO2 reductions, both in gross terms and relative to regional and national targets;
- an explanation of the role of incentives in energy efficiency finance;
- an overview of obstacles on channelling energy efficiency investments; and
- a review of two key existing facilities Green for Growth Fund (GGF) and REEP (Regional Energy Efficiency Programme), and other financial institutions active in the sector and region.
