Higher Education for Smart Specialisation: Towards strategic partnerships for innovation

This Policy Brief reports on the results of the first phase of the project 'Higher Education for Smart Specialisation' (HESS).

This includes an analysis of a survey of S3 Platform members related to the role of HEIs in the design and implementation of their S3, an introduction to how the European Social Fund may finance human capital elements of innovation, and a summary of the two pilot case studies in Navarra and North East Romania.
