Join new communities of practice to co-create two codes of practice for knowledge valorisation
To support the implementation of the Council Recommendation on the guiding principles for knowledge valorisationEN••• the Directorate-General for Research and Innovation is looking for a wide variety of stakeholders with an interest in:
- industry-academia collaboration for knowledge valorisation
- citizen engagement for knowledge valorisation
to join the communities of practice and contribute to the creation of two new codes.
The communities of practice will run from March until the end of June 2023. They will be coordinated by the European Commission and their work will take place entirely online with monthly meetings and using online collaborative tools. A detailed work plan will be shared at the kick-off meetings of each community of practice.
Participation in the communities of practice will not be remunerated and no costs will be reimbursed.
Code of practice on industry-academia collaboration for knowledge valorisation
Industry-academia collaboration is one of the key channels for knowledge valorisation. It occurs in various ways, such as collaborative research, public-private partnerships, joint research, technology infrastructures and intersectoral mobility among others. There is also a growing trend driven by open innovation towards more interactive models of collaboration, creation of new intermediaries and digital platforms that facilitate co-creation and matching the supply and demand for innovation.
Therefore, a Code of practice on industry-academia collaboration will reinforce knowledge valorisation by providing principles, recommendations and best practices to stakeholders and practitioners. In order to ensure the effectiveness and inclusiveness of the Code, it will be co-created through a Community of practice that will include the widest possible representation of stakeholders.

Code of practice for knowledge valorisation by citizens’ engagement
To increase the innovation capacity and share the benefits of innovation with all parts of society it is important to broaden the participation in knowledge valorisation processes by including actors such as users, consumers and citizens. Innovative solutions that stem from such participatory processes, including those involving new technologies, new business models, behavioural change and social innovations, have an advantage of being socially acceptable.
In order to reinforce knowledge valorisation where citizens are a driving force for accelerating the use of knowledge and research results for societal benefits, a code of practice will be co-created with stakeholders, to provide concrete principles, recommendations and best practices.

Co-creation in knowledge valorisation
The Council Recommendation on the guiding principles for knowledge valorisation provide guidelines for national, regional and local policy makers to maximize the transformation of research and innovation (R&I) results into solutions that benefit society. The guiding principles will be supported by Codes of Practice to provide more detailed guidance on the implementation of certain areas of knowledge valorisation for actors in the R&I ecosystem. A Code of Practice on intellectual assets management and a Code of Practice on standardisation are expected to be adopted as Commission Recommendations in first quarter of 2023. Developing the guiding principles for knowledge valorisation and the Codes of practice on intellectual assets management and standardisation are outcomes of Action 7 in the ERA Policy Agenda for 2022-2024.
Co-creation is one of the key elements of the guiding principles. It refers to the non-linear process involving multiple actors and stakeholders in the identification of needs and opportunities and their transformation into products, services, policies and solutions. The guiding principles specifically call for co-creation, notably to:
- Encourage and facilitate multidisciplinary and interdisciplinary collaboration going beyond technological areas and involving disciplines such as social sciences, the humanities and the arts, as well as co-creative approaches.
- Provide measures for businesses, particularly SMEs, civil society, citizens, end-users and public authorities to be active partners in co-creating value-adding innovation, thereby improving access to and the use of knowledge, increasing skills acquisition and encouraging joint experimentation.
The Codes of practice in industry- academia collaboration and citizens’ engagement for knowledge valorisation will build on co-creation and provide concrete guidelines for these areas of knowledge valorisation.
