Researcher mobility

Transitioning from a state of brain drain to brain circulation involves implementing policies and creating an environment that encourages skilled professionals to engage in global knowledge exchange while maintaining strong connections with their territories, and ultimately contributing to a more dynamic and interconnected global economy. A first example of initiatives promoting brain circulation is represented by the Erasmus+ opportunities, which enable young people to make a great first step in gaining mobility experience by learning or working abroad, thus creating an appetite for mobility later in their career paths.
 
The EU flagship programme for researcher mobility is the one supporting Marie Skłodowska-Curie Actions (MSCA). Economies of the Western Balkans are eligible to participate in the funding calls through their association to Horizon Europe. The MSCA programme supports the training, mobility and career development of researchers in all scientific domains (bottom-up), at all stages of their careers and from all over the world. The programme offers various funding programmes such as the Doctoral Networks, Postdoctoral Fellowships, Staff Exchanges, COFUND, MSCA and Citizens and MSCA4Ukraine. Three calls are currently open while the one for Postdoctoral Fellowships 2024 will open on 10 April 2024.
 
With our present theme, we would also like to encourage researchers from the Western Balkans to engage more. Even though the MSCA scheme is considered highly competitive, there are success stories from the region that show this scheme is accessible for researchers from the region as well. The MSCA Staff Exchange scheme is an excellent opportunity for Western Balkans organisations and individuals because the mobility supported through this scheme has a strong capacity-building element, which is appreciated and needed. There is a lot of potential as it allows for short-term mobility and includes different staff categories. The MSCA Staff Exchanges call opened 5 October 2023 and will close 28 February 2024. 
 
We are excited to announce the “MSCA Staff Exchanges: Opportunities for the Western BalkansRegional Awareness Raising Event, which will take place on 6 November 2023. This event is a collaboration between the POLICY ANSWERS and MSCAdvocacy projects, and we warmly invite you to join us to learn more about the scheme and its benefits!
 
There are opportunities to engage in mobility as a researcher also beyond MSCA, for example joining COST Actions, which provide funding for bottom-up, excellence-driven, open and inclusive networks for peaceful purposes in all areas of science and technology. In this newsletter you will also find some success stories and inputs from COST. Additionally, this month´s focus article provides valuable recommendations for stakeholders interested in mobility, which you definitely should not miss.
 
Moreover, POLICY ANSWERS is currently in the preparatory phase of designing a new pilot regional mobility scheme specifically for the Western Balkans. This scheme, which will promote and support the open access use of the huge amount of underused research infrastructure, such as facilities, resources and services across the Western Balkans, is expected to be launched by 1 April 2024 with an indicative total budget of 100,000 Euro. It is foreseen that all thematic research areas will be eligible, including Social Sciences and Humanities and arts-based research.
