OECD ANALYSIS ON HOW RESEARCH POLICY IS ORGANISED IN OECD COUNTRIES

A new OECD policy paper provides a first systematic mapping of the governance of public research across all 35 OECD countries for the period 2005-17. The mapping describes the institutional arrangements that define how various governmental bodies (ministries, councils, and agencies), higher education institutions (HEIs), private research institutions (PRIs) and private actors are involved in the design and implementation of policies regarding publicly-funded research conducted in HEIs and PRIs.

In terms of institutions in charge of priority setting, budget allocation and evaluation the analysis finds that national ministries and agencies are in charge of setting key policy priorities for HEIs and PRIs policy. National agencies decide on allocations of project-based funding for HEIs in 31 (or 89%) of 35 OECD countries. Funding arrangements differ: While in 12 of 31 OECD countries where agencies provide project-based funding there is a single agency, the remaining 19 have more than one agency. Agencies specialised in evaluating and monitoring the performance of HEIs and PRIs are also increasingly important. Performance contracts and performance-based funding instruments have gained in importance.

Regarding policy co-ordination mechanisms, the paper states that Councils for research and innovation are common across the OECD and they have different mandates (provide policy advice, develop national strategic priorities, evaluate policy reforms). Science, technology, and innovation (STI) strategies or plans are in place in most countries. National STI strategies often include quantifiable targets.
