News archive - EU Strategy for the Danube Region adopted

On 8 December 2010, the European Commission adopted the EU Strategy for the Danube Region following a request from Member States. This is a comprehensive Strategy, covering several Community policies and targeting a 'macro-region'. The Strategy takes the form of a Communication and an Action Plan which will be reviewed regularly. Implementation of the Strategy will start following endorsement by Member States during the Hungarian Presidency of the EU in April 2011.

Although the strategy will not come with extra EU finance, a considerable amount of funding is already available to the region through a host of EU programmes. For instance, € 100 billion alone has been allocated from the cohesion policy (European Regional Development Fund, Cohesion Fund, European Social Fund) between 2007 and 2013. Moreover, 41 Territorial Cooperation programmes cover a geographical area including the Danube Region.
The aim is to use this available support to greater effect and show how macro-regional cooperation can help tackle local problems.

The chapter on "Prosperity - jobs, innovation, growth" informs about three priorities:
• Develop the knowledge society through research, education and information technologies;
• Support business competitivity;
• Invest in people and skills.

And in the Action Plan among others the following points are more detailed:

7) TO DEVELOP THE KNOWLEDGE SOCIETY THROUGH RESEARCH, EDUCATION AND INFORMATION TECHNOLOGIES

  • Action - “To coordinate better national, regional and EU funds to stimulate excellence in research and development, in research areas specific for the Danube Region”. ...
  • Action - “To cooperate in implementing the flagship initiative “Innovation Union77 of the Europe 2020 Strategy” in the Danube Region countries” ... "Example of project - “To establish a peer-review mechanism of regional smart specialisation strategies”(Lead: proposed by Joint Research Centre).

  • Action - “To strengthen cooperation among universities and research facilities and to upgrade research and education outcomes by focusing on unique selling points”
  • Action - “To develop and implement strategies to improve the provision and uptake of Information and Communication Technologies in the Danube Region”.
  • Action - “To draw up internet strategies”
  • Action - “To use e-content and e-services to improve the efficiency and effectiveness of public and private services”.
  • Action - “To stimulate the emergence of innovative ideas for products and services and their wide validation in the field of the Information Society, using the concept of Living Labs”


8) TO SUPPORT THE COMPETITIVENESS OF ENTERPRISES, INCLUDING CLUSTER DEVELOPMENT.

action points included here are:

  • Action - “To foster cooperation and exchange of knowledge between SMEs, academia and the public sector in areas of competence in the Danube Region”
  • Action - “To improve business support to strengthen the capacities of SMEs for cooperation and trade”
  • Action - “To support enterprises through high performing training and qualification schemes”.
  • Action - “To prioritise the effective implementation of measures provided for under the Small Business Act for Europe108"
  • Action - “To improve the competitiveness of rural areas and in particular of the agricultural sector”
  • Action - “To eliminate cross border barriers and bottlenecks to people and business - Seamless Europe for a livable Danube Region.”
  • Action - “To improve framework conditions for SMEs in areas where competitive infrastructure is missing”


9) TO INVEST IN PEOPLE AND SKILLS
