The Kick Off Meeting of the Austrian – Kosovan Project “Higher KOS – Promoting Institutional Development in Higher Education and Research in Kosova” was held on March 26th, 2012 in the premises of the Hotel Sirius in Prishtina.Representatives of the project donor, as well Austrian and Kosovan project partners have jointly planed the implementation of the project which will last for three years and contribute to the well-functioning of the higher education and research system in Kosova along European values, practices and standards.

In the coming years, the Kosovan Ministry of Education, Science and Technology (MEST), public Kosovan universities, Kosova Accreditation Agency, the Kosova Naric Centre and the National Research Council will closely cooperate with Austrian institutions and experts with the aim to jointly enhance the quality of education, promote research and contribute to capacity building and good governance of the involved institutions in Kosova. The project is financed by the Austrian Development Cooperation and co-financed by Ministry of Education, Science and Technology of Kosova (MEST). It is implemented by an experienced Austrian Consortium consisted of the leading partner World University Service Austria (WUS Austria), as well as the Centre for Social Innovation (ZSI) and Austrian agency for international mobility and cooperation in education, science and research (OeAD).

Five programmatic partnerships between Kosovan and Austrian universities, 15 PhD and Post Doc Scholarships for Austria and ten joint research projects and different capacity development measures will be supported by this project.

The project is consisted of three main components:

  1. The quality of education offered at public HE institutions will be enhanced through improved and labour market oriented teaching and learning (didactics, planning), and improved quality assurance mechanisms.
  2. The system of research promotion in Kosova will be improved substantially through developing capacities and establishing a national research fund and administration that is functioning according to international standards.
  3. Quality management and governance as well as administrative capacities of main stakeholders (MEST, universities) will be further developed in order to be more efficient, transparent, effective and customer-oriented.
