Roadmap Towards the Circular Economy in Montenegro

The Roadmap - Towards the Circular Economy in Montenegro aims to steer the transition to a circular economy in Montenegro. It is based on systemic thinking and outlines the main drivers, horizontal and priority areas, opportunities for circular transformation and recommendations for the way forward.

The strategy identifies five focus areas (food and forest systems, the built environment, tourism and manufacturing) that are highly interconnected and, through the principles of industrial symbiosis and synergies, can result in systemic change.

The roadmap is an outcome of collaboration between the Montenegrin Chamber of the Economy, UNDP, Circular Change and Deloitte BiH.

The goals of the roadmap are:

  • Identifying potentials that set Montenegro as a leader in a circular transition in the Balkans

  • Involving stakeholders to identify and link circular practices

  • Tracing priority areas based on the existing good practice

  • Formulating recommendations for decision-makers to enable a more efficient transition

  • Identifying circular opportunities to strengthen national and international economic competitivness and quality of life for all citizens

  • Fostering constructive dialogue and creating link between different stakeholders joining forces in the transition.

The Roadmap is complementary to the objectives of key strategic development from the Declaration on the Ecological State of Montenegro and linked to the National Strategy for Sustainable development up to 2030, to the Smart Specialization Strategy as well as it supports the fullfilment of various obligations under the SDGs, the Paris agreement, the Green Agenda for the Western Balkans etc.

Circular Change as a co-leader was in charge of orchestration of the process, leading the multi-stakeholder identification and engagement, working groups establishment, roundtables and workshops facilitation, opportunities and barries mapping, policy overview and recommendations drafting, contributing to the copywriting of the documents, redaction, guidelines preparation.
