The European Commission and the Finish presidency called for action at regional, national and European levels by launching a 10-point-plan to make the European Union more innovation-friendly (Memo published on 13. September 2006).
The facilitation of entry of third country researchers is mentioned in Action 3 of the proposal.

The new programme outlines 10-points to accompany business innovation with public policies at all level. The Commission seeks to adopt a concept of "lead markets" responding to societal needs (e.g. transport, health, internal security, eco-innovation, etc.).

These are the 10 points in brief:

  1. establish innovation-friendly education systems;
  2. establish a European Institute of Technology;
  3. develop a single labour market for researchers;
  4. strengthen links between researchers and industry;
  5. nurture regional innovation through the new cohesion policy programmes;
  6. reform State aid rules for R&D and innovation and provide better guidance for R&D tax incentives;
  7. improve protection for intellectual property rights;
  8. copyright levies for digital products and services;
  9. develop a strategy for innovation-friendly 'lead-markets';
  10. stimulate innovation through public and private procurement.
