This article informs about the decisions on the establishment of the 7th Research Framework Programme of the European Community (2007-2013) and some further administrative aspects for the implementation of FP7.

- In March 2007, the Electronic Proposal Submission Service (EPSS) has been launched to facilitate submitting FP7 Proposals.

(7) Update in March 2007
The EPSS tool has been opened for most calls. The userguide can be downloaded from the Documentation Service at /doc/1241.html.

(5) Update on December 19, 2006
The Seventh Framework Programme for research and technological development (FP7) cleared its final hurdle on 18 December when it was adopted by the Council. See cordis news. The total budget for FP7 is €50.521 billion, and the programme will run for seven years starting from January 1, 2007.

(4) Update on December 1, 2006
The European Parliament approved amendments to the Seventh Framework Programme (FP7) proposal that were drafted together with the Council. The new text will be formally approved by the Competitiveness Council at its next meeting on 4 and 5 December. More information on cordis news.
The amendments which were now agreed upon also adjust the budget slightly, with three of the four FP7 pillars (Cooperation, Ideas and People) increasing their funding envelopes slightly, and the fourth, Capacities, seeing a decrease. Details on the budget distribution are available in a table on the website of the European Parliament.

(3) Update on November 16, 2006
ITRE, the European Parliament's Industry, Research and Energy Committee has reached agreements on FP7 (see cordis news). It has adopted , in a second reading, a set of amendments agreed upon in informal meetings with the Council.
The amended text will be put to the vote at a Parliament plenary session, due to be held on 29 November, before it is put to the Council on 5 December.

(2) Update on September 26, 2006
The Council adopted a common position on the document in its 2751st Council Meeting on Competitiveness in Brussels on September 25, 2006 (see Press Release 12254/06, page 12). Now, the position will be forwarded to the European Parliament.

An amended proposal for the Seventh Framework Programme for research, technological development and demonstration activities covering 2007-2013 has been published for the decision of the European Parliament and the Council.
The document, which can be downloaded from /doc/102.html gives an overview on the scope of the themes and their scientific and technical content.
